Partnership and Networking
Working in isolation against HIV and AIDS has not enabled to achieve the desired outcome. The magnitude of the pandemic and the degree of damage it causes needs a more concerted and collaborative action. So far, there has not been an effective mechanism to avoid duplication of recourses and activities and ensure effective and efficient utilization of resources.
Cognizant of this fact, Addis Ababa HIC/AIDS prevention and control office has attempted to created a platform or a mechanism through which it can effectively coordinate the response of HIV and AIDS in the city administration since 2004. To this effect., stakeholders joined together to establish sub-partnership forums or networks along thematic areas (IEC/BCC, VCT, Care and Support and so on) which finally led to the formation of Addis Aids Action Network.
After the realization of AAAN with 36 founding members AAHAPCO with the financial support of Action Aid has created Forum coordination unit within its structures to provide technical support for the effective functioning of the sub-forums.
However, after the office designed Business Process reengineering partnership and networking case team with two professionals has been in place to lead the day to day activities of the forum. Besides, in the interest of aligning the partnership model with that of the National Partnership Forum the formation of various sub-forums although, loose in its nature is underway at all levels.
An attempt has been made to identify the current status of the existing partnership sub-forums in a meeting held on 19-21 August, 2001 E.C. Thus, ANOPA and Addis Ababa Idders Development anti-AIDS partnership sub-forums seems to have been relatively organized, licensed and in the case of Idders the forum was established from city to kebele level.
Government and Media sub-forums are found not well organized hence, a long way to go. NGO sub-forum was initially organized along thematic areas precisely as care and support forum which still needs to scale up in to an NGO sub-forum so that it would be aligned with the partnership model of the National partnership forum.
Religious institutions are not organized at city or regional level except that Ethiopia Interfaith Development Association (DIFDA) is acting as a national secretariat.
Youth and Women Federations are organized at all levels from city to kebele level so that we have reached a consensus with the respective leaders that they would establish anti-AIDS forums within the existing structures.
Although, there are some 41 associations of people with disability of different types all of which operate at the national level anti-HIV/AIDS partnership forum has not been yet established at city level.
In view of the above therefore, AAHAPCO would like to launch the regional and sub-city level partnership forums up on finalizing the establishment of the various sub-forums.
