EMSAP is the national, five-year (2000 - 2004), program of Ethiopia funded by the World Bank to reduce the spread of the HIV/AIDS epidemic, alleviate its impact and increase access to treatment and care and support for those infected and affected by HIV/AIDS.

EMSAP with a national budget of US$ 63.4 million (World Bank loan), was created to help implement a three-year project of the Government’s 2000-2004 HIV/AIDS Strategic Plan. An Emergency HIV/AIDS Fund of more than US$ 28 million was also established to channel grants directly to community organizations (kebeles), NGOs, and the private sector. The program has recently been extended to December 2005.

The first year of the Project aims at expanding and accelerating the existing prevention and mitigation programs, building additional planning, implementation, and monitoring and evaluation capacity at the central level.

The second and third years of the project, on the basis of lessons learned, focuses on mainstreaming the programs and implementation channels evaluated as most effective.

EMSAP is being implemented by a wide variety of public, private, and non-governmental organizations, both domestic and international, and by community based organizations (CBOs).

In collaboration with other members of the International Partnership Against AIDS in Africa (IPAA), the project was designed to help accelerate implementation on the Federal and Regional Multi-Sectoral HIV/AIDS Strategic Plans, particularly through the provision of HIV/AIDS prevention, care a treatment services at all levels and in a number of different sectors.

Care and support and prevention (IEC and BCC) are the main areas in Addis Ababa that are covered by funding coming from EMSAP. The multi-sectoral approach of EMSAP is reflected in a 17 million Birr project developed by the Addis Ababa HIV/AIDS Prevention and Control Office to mainstream HIV/AIDS in several sectors via their sector offices.
